Facility Interconnection Requirements

Due to the many different ways that a customer can interconnect generation on the Cleco system, Cleco must evaluate each request individually.  There are various ways a customer can interconnect: (1) net metering which allows the customer to reduce consumption, (2) qualifying facility which allows the customer to sell back to Cleco, and (3) as a merchant provider that sells the generator output to the market.  Due to the difference in juridictional issues between FERC and Louisiana Public Service Commission (LPSC), Cleco must evaluate each unit to insure the proper contractual agreement are put in place.  Cleco must also evaluate each interconnection to insure safe and reliable operation of its system.  Customers who are interested in interconnecting generation to the Cleco System, must first fill out the attached form and return to Cleco.  This form will help establish jurisdiction of the proposed generator interconnection so the appropriate individuals within Cleco can help insure the customer's project is appropriately handled.

All connections to the Cleco's bulk transmission system at 69kV or above must comply with all applicable Cleco transmission standards and the planning standards and measurements of the North American Electric Reliability Council (NERC) or its successor, as administered by the Southwest Power Pool (SPP).

Specification for Customer Owned Generation

FERC Order 2003-B applies to all Large Generators (over 20 MW) that would like to be connected to the Cleco bulk transmission system. The Large Generator Interconnection Procedure as defined by Order 2003-B that applies to all new generator interconnection request is below.
