Building a new home? Customers who build Power Miser certified homes are eligible for up to a $1,500 rebate and a 10 percent discount on their electric utility bills from November through April for the first five years in the home.
To participate in the Power Miser program, your new home must receive service from Cleco, be heated by a qualified central heat pump, and have all electric water heating.
After the home is complete, you must submit a
New Construction Verification Form and all required documentation to Cleco within 60 days of Certificate of Occupancy Issue Date. Documents may be submitted via email or mail using the following:

Qualifications:
For $1,000 rebate with 10% discount:
- Electric water heater
- Central heat pump System:
- Units with SEER2 ratings must have minimum of 14.3 SEER2
- Units without SEER2 ratings must have minimum of 14 SEER
- Home must receive electric service from Cleco.
For $1,500 rebate with 10% discount:
- ENERGY STAR certified Heat pump water heater
- Central heat pump system:
- Units with SEER2 ratings must have minimum of 15.2 SEER2, 10.6 EER2, 8.0 HSPF2
- Home must receive electric service from Cleco.
Required documentation:
- Completed Verification Form
- Certificate of Occupancy
- Clear photo of Energy Guide sticker located on each unit.
- Clear photo of Building Permit issue date
- Invoice containing model/serial numbers and an AHRI certificate for both:
- Installed water heater
- Central heat pump system
All documentation must be submitted within 60 days of Certificate of Occupancy Issue Date.
