Peggy Scott

Peggy Scott

Peggy Scott became a member of Cleco's Boards of Managers in 2016 and currently serves as chair of the boards. She also is a member of the Audit Committee and Governance & Public Affairs Committee. From February 2017 to December 2017, she served as chairperson and interim chief executive officer of Cleco Corporate Holdings LLC. 

Scott currently serves as an advisor to growing companies in diverse industries. 

Scott previously served as the executive vice president, chief operating officer and chief financial officer of Blue Cross Blue Shield of Louisiana (BCBS) and chief strategy officer. Prior to BCBS, Scott was an office managing partner with Deloitte and held senior executive positions in the United States and with international companies in seven countries where she led transformational growth and change.

She also serves on the boards of The Eastern Company (Nasdaq: EML), Martin Sustainable Resources LLC and the Blue Cross Foundation of Louisiana.  She previously served on the boards of Benefytt Technologies, Inc. (BFYT) until its 2020 acquisition and Gresham Smith Partners until June 2022 as well as on the boards of various corporate and community organizations.

Scott was named one of the 10 Outstanding Young Women of America, featured in the Wall Street Journal as National Financial Executive of the Year and inducted into the American Institute of CPAs Hall of Fame. She is in the Louisiana State University (LSU) Alumni Hall of Distinction, named a Tulane Outstanding Alumnus and holds a presidential citation.

She holds a bachelor's degree in accounting from LSU and an MBA from Tulane University. Scott also is a CPA and certified in valuations and forensics and as a professional corporate director.

Andrew Chapman

Andrew Chapman became a member of Cleco's Boards of Managers in 2016 and currently serves as chair of the Business Planning & Budget Review Committee and Leadership Development & Compensation Committee. He also is a member of the Asset Management Committee, Governance & Public Affairs Committee and Audit Committee.

Chapman is the owner of WesWave LLC, a consulting company, and currently serves as a consultant for Macquarie Asset Management (MAM).

From 2006 to 2021, he served as director of utility companies owned in part by Macquarie, including Puget Sound Energy, Duquesne Light Company, Aquarion Water Company, Cleco and entities related to these holdings. 

Prior to joining Macquarie, Chapman held executive positions with Elizabethtown Water Company, E-town Corporation, American Water Works and the State of New Jersey.

Chapman also serves on the board of the entity which holds  Lordstown Energy Center, a gas-fired power plant in eastern Ohio.

He holds a bachelor’s degree from the University of California at Berkley and an MBA from the Yale School of Management. 

Fontenot

William "Bill" Fontenot

Bill Fontenot became a member of Cleco's Boards of Managers in 2018 and currently serves as a member of the Asset Management Committee, Business Planning & Budget Review Committee and Governance & Public Affairs Committee.
Fontenot is president and chief executive officer of Cleco Corporate Holdings LLC, a regional energy holding company that conducts its business operations through its subsidiaries, Cleco Power LLC and Cleco Cajun LLC. 

He began his career with Cleco in April 1986, holding numerous executive leadership positions with increasing responsibilities, including chief executive officer of Cleco Power from February 2017 to January 2018, chief operating officer of Cleco Power from April 2016 to February 2017 and senior vice president of utility operations for Cleco Power from March 2012 to April 2016. During his 30 plus years in the energy industry, Fontenot has managed the development and restructuring efforts of generation projects valued at over $900 million, including Cleco Power’s $1 billion generating unit, Madison 3. He also has worked in marketing and helped develop Cleco's merchant power businesses.

Fontenot also serves on the boards of the Council for a Better Louisiana, the LSUA Foundation Fund Development Committee and the Central Louisiana Community Foundation and is president of the Association of Edison Illuminating Companies, the electric utility industry’s longest-serving and preeminent association of leading operations experts.

He holds a bachelor’s degree in electrical engineering from Louisiana State University at Baton Rouge.
Paris Fronimos

Paraskevas “Paris” Fronimos

Paraskevas “Paris” Fronimos became a member of Cleco's Boards of Managers in 2019 and currently serves as chair of the Asset Management Committee. He also is a member of the Business Planning & Budget Review Committee.

Fronimos is a Director on the Infrastructure & Renewable Resource Investments team of British Columbia Investment (BCI) where he works with the management teams of portfolio companies primarily in the energy and utility sectors in the Americas.

Prior to BCI, Paris worked at Nova Scotia Power, a Canadian power utility, as a fuels portfolio manager.

Fronimos has over 15 years of experience in the energy and utilities business and has worked on environmental and energy policy, developing greenfield energy projects, advising on transactions, and driving fleet and fuel supply optimization and commodity pricing and hedging.

He holds a bachelor’s degree in mineral resources engineering from the Technical University of Crete and an MBA from the University of Alberta.  Fronimos also is an Energy Risk Professional (ERP®) certified by the Global Association of Risk Professionals.

Richard "Rick" Gallot, Jr.

Rick Gallot became a member of Cleco's Boards of Managers in 2016 and currently serves as a member of the Leadership Development & Compensation Committee and Governance & Public Affairs Committee. 

Gallot is president of Grambling State University (GSU), a comprehensive, historically-black, public institution that offers a broad spectrum of undergraduate and graduate programs of study.  

Prior to GSU, he was a representative for District 29 in the Louisiana State Senate where he served as vice chair of the Commerce Committee and member of the Agriculture, Forestry, Aquaculture and Rural Development Committee and Revenue and Fiscal Affairs Committee.  Gallot previously served as a member of the Louisiana House of Representatives for District 11 where he was chair of the House and Governmental Affairs Committee and member of the Executive Committee.

Gallot also serves on the board of Origin Bancorp, Inc and was recently appointed to the Louisiana Cybersecurity Commission by Louisiana Governor John Bel Edwards.

He holds a bachelor's degree from GSU and a J.D. degree from Southern University Law Center. Gallot has been a licensed Louisiana attorney since 1990.

David "Randy" Gilchrist

Randy Gilchrist became a member of Cleco's Boards of Managers in 2016 and currently serves as a member of the Asset Management Committee and Audit Committee.

Gilchrist is the president and chief executive officer of Gilchrist Construction Company (GCC), a central Louisiana-based infrastructure contractor specializing in road and bridge construction. Under his leadership, GCC has grown since 1985 from a small site work contractor to one of Louisiana’s leading highway contractors.

Gilchrist has served as president of Associated General Contractors, chair of Driving Louisiana Forward, chair of the Central Louisiana Chamber of Commerce and vice chair of Central Louisiana Economic Development Alliance. He also served on the boards of The Rapides Foundation and Rapides Healthcare System.

Domingo Solís-Hernández

Domingo Solís-Hernández became a member of Cleco's Boards of Managers in 2022 and currently serves on the Asset Management Committee and Business Planning & Budget Review Committee.

Solís-Hernández is a managing director at Macquarie Asset Management (MAM) where he is responsible for origination of new assets and works with management teams of portfolio companies in the infrastructure sector.

Solís-Hernández has over 18 years of experience in the infrastructure sector. He has worked for the MAM group in Europe and the United States since 2012. 

Prior to joining MAM, Solís-Hernández worked as a merger and acquisition investment banker.  He began his career working as a consultant engineer. He served as a director of two Italian companies, Hydro Dolomiti Energia, a hydro operator, and Societa Gasdotti Italia, a natural gas transmission operator and director of Renvico, a renewables operator in France and Italy.

He holds a bachelor's degree and a master's degree in industrial engineering from the University of Malaga and a MBA from the University of Kentucky.

Christopher Leslie

Christopher Leslie became a member of Cleco's Boards of Managers in 2016 and currently serves as a member of the Leadership Development & Compensation Committee.

Leslie is executive chairman of Macquarie Infrastructure Real Assets Americas. Prior to taking that role in July 2016, Mr. Leslie was the CEO of Macquarie Infrastructure Partners I, II and II, which collectively manages more than $7 billion in U.S. and Canadian infrastructure investments.

Leslie joined Macquarie in 1992 in Australia and has been instrumental in expanding MAM's infrastructure business globally by starting offices in Southeast Asia, India and North America.

He holds a bachelor's of commerce degree from the University of Melbourne.

Jon Perry

Jon Perry

Jon Perry became a member of Cleco's Boards of Managers in 2018 and currently serves as chair of the Audit Committee.

Perry is a Director in the Infrastructure & Renewable Resources Department at British Columbia Investment (BCI) where he is responsible for sourcing, executing and managing infrastructure investments.

He has over 15 years of experience in the utility and energy sectors. Prior to BCI, Perry was manager of mergers and acquisitions at TransAlta, a leading Canadian independent power producer, and manager of regulatory and financial reporting at FortisAlberta, a regulated distribution utility. Prior to this, he held financial and investor relations positions in Canadian junior and mid-cap oil and gas companies.

He holds a bachelor’s degree in medical laboratory sciences from the University of British Columbia.  Perry also is a Chartered Accountant in the Province of Alberta and a Chartered Financial Analyst charter holder.

Aaron Rubin

Aaron Rubin became a member of Cleco's Boards of Managers in 2018 and currently serves on the Business Planning & Budget Review Committee.

Rubin is a managing director at Macquarie Asset Management (MAM) where he is responsible for Macquarie's North American power and utilities investment team. He also currently serves as a director of the holding companies of Lordstown Energy Center, a 940-megawatt gas-fired power plant in Ohio, Puget Energy, an electric and natural gas utility in Washington State, and of Cyrq Energy, a leading U.S. geothermal power company.

Since joining Macquarie in 2008, Rubin has been responsible for investment origination and execution and management of portfolio investments, served as the chief executive officer of the Moscow-based Macquarie Russia & CIS Infrastructure Fund and directed Macquarie portfolio companies in the energy, transportation and communications sectors.

Prior to joining Macquarie, Rubin was a vice president on JPMorgan's North American mergers and acquisitions team.

He holds a bachelor's of commerce degree and a bachelor of laws degree from the University of Queensland.

Steven Turner

Steve Turner became a member of Cleco's Boards of Managers in 2016 and currently serves as chair of the Governance & Public Affairs Committee and is a member of the Business Planning & Budget Review Committee and Leadership Development & Compensation Committee.

Turner is a managing director in the Infrastructure and Renewable Resources Department at British Columbia Investment (BCI) where he is responsible for sourcing, executing and managing infrastructure investments.  He has over 15 years of experience in institutional investing. 

Prior to joining BCI, Turner was an associate with Ventures West Management, a leading Canadian venture capital firm, and an associate equity analyst with Raymond James Ltd., a full-service brokerage firm. 

Turner also serves on the board of Corix Infrastructure Inc., a privately held wastewater and utility holding company based in Vancouver, British Columbia. He is a former director of Macquarie Utilities Inc. and Aquarion Water Company, the parent companies to a suite of New England-based water utilities.

He holds a bachelor's degree in environmental engineering from Montana Tech of the University of Montana and an MBA from the University of Victoria.  Turner also is a registered professional engineer in the Province of British Columbia, a Chartered Financial Analyst charter holder, and he has an ICD.D designation.

Bruce Wainer

Bruce Wainer became a member of Cleco's Boards of Managers in 2016 and currently serves on the Business Planning & Budget Review Committee and Governance & Public Affairs Committee. 

Wainer is the chief executive officer of Wainer Enterprises, a family-owned commercial development company in Louisiana’s Northshore and New Orleans. He is responsible for some of the most successful commercial developments in the New Orleans area.

Wainer's business affiliations include serving as a partner of Wainer Brothers, All State Financial Company and Circle West Trailer Park Company; president of Quality Properties Inc., Regent Lands Inc., Flowers Inc., Upside Down Cajun Brands Inc., Louisiana Properties Inc., Tamco Inc., Riverhill Inc., Metro Credit Services Inc. and Pan American Investors Inc.; and manager of Advance Mortgage Company, LLC.

Wainer is a past chairman of the Northshore Business Council.

Dylan Arnould

Dylan Arnould became a member of Cleco’s Boards of Managers in 2024 and currently serves on the Audit Committee.

Arnould is a Director in Manulife's Infrastructure Investment Group. He joined John Hancock/Manulife in 2018 and is responsible for origination, execution, and asset management of investments in various infrastructure sectors. His previous industry experience includes development and M&A of power projects with InterGen, as well as origination/execution and management of climate-tech venture capital investments with the Massachusetts Clean Energy Center. Arnould received his B.A. from Duke University and his M.A. in International Economics and International Affairs from the Johns Hopkins University, School of Advanced International Studies (SAIS).
