Cleco Power’s Integrated Resource Planning Process

Most regulated electric utilities are required by public utility commissions to conduct Integrated Resource Planning (IRP) on a regular basis to ensure responsible, long-term planning for electricity. In Louisiana, the Public Service Commission (LPSC) issued a General Order in 2012 establishing uniform IRP rules for all jurisdictional utilities following a rulemaking process that began in 2007.

Cleco Power uses the IRP process to provide customers with reliable, cost-effective electric service both now and in the future.  The process evaluates a full range of options, including new generation, renewable energy, power purchase agreements, cogeneration and energy efficiency programs.

In accordance with LPSC rules, Cleco Power initiated its current IRP process with a letter to the Commission on Oct. 22, 2025. Cleco Power also developed resource plans in 2004, 2007, 2012, 2015, 2019, and 2021 as part of the previous IRP cycles.
