HURRICANE LAURA - AUGUST 2020

  • From an historic perspective, Hurricane Laura is tied for top 5 landfall strength - made landfall as a Category 4 
  • Strongest storm to hit Louisiana since 1856
  • Hardest hit parishes were Allen, Beauregard, Calcasieu, Iberia, Grant, Rapides and Vernon
  • Over 2,000 Cleco personnel and contractors responding to statewide restoration efforts
  • At the height of the storm approximately 140,000 Cleco customers without power
  • Extensive damage to the system including transmission, broken poles, downed wire, as well as lots of debris to clear

Beauregard Parish

  • Deridder – By end of day today, Thursday, Sept. 10, crews expect to restore power to 500 customers, which is half of the 1,070 remaining customers.   
  • Merryville – Tomorrow, Friday, Sept. 10, additional crews will join existing crews in the Junction and Merryville communities. 

Calcasieu Parish

  • Dequincy – Crews continue making progress and restore power to customers each day.  Crews expect the nursing home and several industrial customers’ power to be restored today, Thursday, Sept. 10.  Currently, 53 line crews are working in Dequincy. 

Grant Parish

  • North of Pollock near Chester McKay Road, Starks Road, Hwy. 123 and old Hwy. 165 ETR is today, Thursday, Sept. 10.

Rapides Parish

  • Some customers in the Sieper area along Hwy. 465, Powell Road, Ian Johnson Road and Harold Ivey Road will have power restored today, Thursday, Sept. 10.  Remaining customers ETR is Friday, Sept. 11.
  • Cotile Lake area in the vicinity of Vanzant Road and Bath House Road ETR is Thursday, Sept. 10.
  • Boyce area on Hwy. 121 ETR is today, Thursday, Sept. 10.

Vernon Parish

  • Customers in the Lee Hill subdivision in Leesville had power restored yesterday, Wednesday, Sept. 9, a day earlier than estimated.

  • Deridder
    • In the past three days, 25 crews have been added to the restoration effort.  It is estimated that restoration will be a multi-week event. 
  • Merryville
    • Crews have restored power to some customers and added additional resources to the area.  ETR is another week before all customers have power. 

Calcasieu Parish (Dequincy)

  • Repairs to the system and restoration of power efforts continue. Over the past three days, 37 crews have been added to the restoration effort.

SATURDAY, SEPT. 5 (NOON) Restoration Assessment

Below are restoration estimates.  Please note that unexpected damage or inclement weather could impact restoration efforts and timelines.  

Sabine Parish

  • In the Zwolle/Many/Toldeo Bend corridor, all customers who can accept power have it with the exception of an area around Pirate’s Cove (Toledo Bend).  Crews are working on those remaining outages and expect to have these customers restored by end of day today, Saturday, Sept. 5. 

Vernon Parish

  • Crews are making progress in the Lee Hill subdivision.  Right-of-way crews began working there on Thursday, Sept. 3 to clear debris and began making repairs yesterday, Friday Sept. 4.  Approximately 15 additional line crews have been added to the area and are working there today.  Expected that customers will have power by Monday, Sept. 7. 
  • Lions Camp Club community – Crews continue working in this area, and customers should have power restored by today, Saturday, Sept. 5.   
  • Within Leesville city limits - With the exception of the Lee Hill subdivision, most customers’ power restored.  Crews continue to work on isolated outages. 

Beauregard Parish

  • Deridder – While restoration efforts are going well in this area, crews anticipate restoration will be a multi-week event.  Crews are working, additional crews were added today, Saturday, Sept. 5 and even more crews are expected tomorrow, Sunday, Sept. 6.     
  • Merryville – Crews are working in this area, and will remain until all repairs are made in Merryville community.  This will be a multi-week restoration event. 

Calcasieu Parish (Dequincy)

  • Crews expect to restore power to the hospital in Dequincy today, Saturday, Sept. 5.  Repairs to the system and restoration of power efforts continue.  As one of the hardest hit parishes, this will be a rebuilding effort, as well as a restoration effort. 

Rapides Parish

  • Forest Hill – 90% of restoration complete.  Estimated restoration for remaining 10 percent of customers was projected for Tuesday, Sept. 8.  However, crews are making tremendous progress and believe all customers will be restored by Monday, Sept. 7. 
  • Glenmora – 90% of restoration is complete and expect remaining customers to be restored by Monday, Sept. 7
  • Gardner – Extensive damage from St. Claire Road to the Wilda community, Hwy. 1200 and the Cotile Lake areas.  Additional crews are being added to this area and expect this to be a multi-day restoration effort.
  • Boyce – Crews expect to restore power to 10 percent of customers today, Saturday, Sept. 5.  Crews plan to make progress daily and expect full restoration by Saturday, Sept. 12.
  • Sieper – Crews are working and expect complete restoration in 2-3 days.
  • Hineston – Crews are working to restore power to Oak Hill School today, Saturday, Sept. 5.  Work on remaining outages will continue and expect a multi-day restoration event.
  • Elmer/Melder – Hwy. 121, R Goldman Road areas should have power by Friday, Sept. 11
  • Union Hill/Plainview/Calcasieu area (not the parish) – While crews and specialized equipment have been deployed to this area, it is expected this will be a multi-day restoration event. 

Allen Parish

  • Oakdale – Estimated power restoration was projected for Monday, Sept. 7.  However, crews are making great progress and expect all customers’ power to be restored by end of day tomorrow, Sunday, Sept. 6.
  • Oberlin – All customers who can receive power have power. 
  • Town of Elizabeth – Tree trimmers and crews continue to make progress and expect power restoration by today, Saturday, Sept. 5. 
  • Kinder –All customers in city limits and the casino have power, so crews continue working on remaining customers in outlying areas and expect power to be restored to these customers by Wednesday, Sept. 9.

  • Power restored to Toledo Town and Cypress Bend Resort.
  • Zwolle/Many/Toledo Bend Corridor – Power restored to majority of customers, but crews continue to work scattered outages.

Vernon Parish

  • Lee Hill Subdivision – Right-of-Way crews are working to clear debris and expect to start making repairs Sept. 4.  Estimated repair time is three days.
  • Lions Camp Club Community – Crews will be in this area Sept. 6
  • Leesville City Limits – Power has been restored to most customers with exception of Lee Hill Subdivision.  Crews continue to work on scattered outages.
  • Rosepine – Power restored to all customers.

Beauregard Parish

  • DeRidder – Power restored to hospital and nursing home.  Due to extreme damage, restoration will be a multiweek project.
  • Merryville – Crews are working in this area and will remain until power is restored to all customers.  Restoration will be a multiweek project.

Calcasieu Parish

  • Dequincy – One of the hardest hit areas, crews are working to clear debris and assess damage. 
     

Allen Parish

  • Oakdale – Crews continue to work and make progress.
  • Oberlin – Power has been restored to all customers who can receive it.  Crews are working in rural areas.
  • Elizabeth – Tree trimmers have been working in this area cutting trees and clearing debris.  Crews expect to restore power to all customers over the next two to three days.
  • Kinder – Crews continue working to restore power to customers in rural parts of town.

 

Sept. 3, 8 a.m. Cleco had restored power to roughly 112,776, or 81 percent, of the 140,000 customers affected by Hurricane Laura.  At 9 p.m. yesterday, that number was 109,146.

  • Leesville: Power to critical infrastructure restored, including hospital and large grocery store and all but one water well.  Crews working to restore power to downtown Leesville area business district.
  • Lee Hill Subdivision in Leesville: Subdivision has significant damage.  Crews are clearing and removing debris.  Crews expect to start restoring power on Thursday.  Restoration will be a multiday event.
  • Rosepine: Crews are patrolling today and expect to restore power to all customers who can receive it today.
  • Vernon Parish: Crews restored power to 1,362 customers yesterday.
  • Beauregard Parish: Crews restored power to 546 customers yesterday and expect that number to grow today.
  • DeRidder: Power restored to the hospital.  Town is heavily damaged.  Crews are working and additional resources are being allocated to this area.  Restoration will be a multiweek event.
  • Merryville: Crews will begin working in this area tomorrow.  Restoration will be a multiweek event.
  • Calcasieu Parish: Crews restored power to 150 since yesterday.

Sept. 1 - 4 p.m. Statewide Update - Power has been restored to 68 percent of the 140,000 customers affected by Hurricane Laura. 

Sept. 1, 2020 – As of 3 p.m. today, power has been restored to 68 percent of the 140,000 customers affected by Hurricane Laura. 

Statewide, Cleco’s system experienced extensive damage, including damage to its transmission and distribution equipment.  Thus far, during initial damage assessments, crews have found 1,200 broken poles, 900 broken transformers, 3,700 broken crossarms, 4,500 trees on power lines and approximately 280 miles of distribution conductor down, and 639 miles of transmission lines damaged or down.  With restoration efforts ongoing, the company expects these numbers to increase.

Grant and Rapides parishes

·         Cleco currently has nearly 1,300 workers from the total workforce in these two parishes making repairs and restoring power.  To date, Cleco has restored power to 15,200 customers across these two parishes.

·         Alexandria: Approximately 2,700 customers are without power.  Crews are working to restore power to roughly 500 customers today, leaving around 2,200 customers without power overnight. 

·         Deville, Buckeye and Holloway: Approximately 1,590 customers are without power.  Crews are working to restore power to roughly 390 customers today, leaving 1,200 customers without power overnight. 

·         Pineville, Esler Field, Kingsville, Kolin, Ruby and Paradise: Approximately 12,850 customers are without power. Crews are working to restore power to 2,850 customers today, leaving 10,000 customers without power overnight. 

·         Gardner, Boyce and Hot Wells: Approximately 2,754 customers are without power.  Crews are working to restore power to 254 customers by end of day today, leaving 2,500 customers without power overnight

·         Flatwoods, Mora, Pine Coupee: Approximately 350 customers are without power.  Crews are working to restore power to 50 customers by end of day today, leaving 300 customers without power overnight. 

·         Martco, Lena, Sharp and Taylor Hill: Approximately 520 customers are without power.  Crews are working to restore power to 20 customers by end of day today, leaving 500 customers without power overnight.

·         Otis, Hineston and Elmer: Approximately 1,500 customers are without power.  Crews are working to restore power to 100 of these customers by end of day today, leaving 1,400 customers without power overnight. 

·         Bentley, Colfax and Dry Prong: Approximately 3,800 customers are without power.  Crews are working to restore power to 300 of these customers by end of day today, leaving 3,500 customers without power overnight

·         Pollock: Approximately 2,600 customers are without power.  Crews are working to restore power to 200 of these customers by end of day today, leaving 2,400 customers without power overnight.  

·         Forest Hill: Crews are working but due to extensive damage, restoration in this area will be a multiday event. 

·         Glenmora: Additional resources arrived in Glenmora today.  As such, restoration is expected to take three to four days instead of five to seven days, as projected yesterday.
 

DeSoto, Natchitoches, Red River and Sabine parishes

·         Campti: Power was not restored last night as planned.  Crews continue to work in this town and expect to have power restored today.

·         Clarence:  Crews are working and expect most customers in this town to have power by tonight. 

·         Pelican: Town has significant damage.  Crews are working to restore power today.

·         Converse, Lake Area:  Town has significant damage.  Crews are working and expect to restore power to some customers today, but not all.  Work will continue until all customers have power.

·         Toledo Town: Crews are making good progress and expect a few customers in this town to have power today.

 

Allen, Beauregard, Calcasieu and Vernon parishes

·         Rosepine, Leesville, DeRidder and Dequincy:  These areas are heavily damaged.  Crews are working and additional resources are being allocated.  While crews will be working from daylight until dark, this could be a multiweek restoration project.  

·         Oakdale: Power to critical infrastructure has been restored, including the Federal Detention Center, hospital and nursing home.  Power also has been restored to some residential and business customers, but this could be a multiweek restoration project.  

·         Kinder: Crews are working and making progress, but there is a lot of damage.  This could be a multiweek restoration project. 

·         Elizabeth: Cleco secured additional resources today and will be sending these resources to assist with restoration efforts which is expected to take three to five days.

Oberlin: All customers who can receive power have it.

Acadia, Avoyelles, Evangeline and St. Landry parishes

·         Crews are working to restore power to the remaining 25 customers in Ville Platte, Crowley and Eunice.  Power may be restored to all 25 customers today, but crews will work until all customer have power. 

As power to customers in these parishes is restored, crews are being moved to other impacted Cleco areas. 
 

Aug. 31, Noon - Power has been restored to over 82,000 customers, or 58 percent, of the 140,000 customers affected by Hurricane Laura.

Aug. 30, 3 p.m. Update

Grant and Rapides parishes

  • Cleco has restored power to 12,500 customers across these two parishes.
  • Over the next three to seven days, Cleco plans to reduce the number of customers without electricity in these two parishes by five to 10 percent daily.
  • The region experienced catastrophic damage, including damage to every distribution and transmission substation that serve these two parishes.  Additionally, the hurricane-force winds and downed trees caused significant damage to Cleco’s poles, lines and transformers resulting in outages to all customers in this area which is estimated to be 45,000.
  • Many roads and areas that crews needed to access were blocked by trees which slowed down restoration efforts, making it challenging to replace damaged equipment. 
  • Cleco currently has 900 workers in these parishes making repairs and restoring power, and 120 more workers will be arriving tomorrow. 
     

DeSoto, Natchitoches, Red River and Sabine parishes

  • Power restored to all customers who can take power in Mansfield, Grand Cane, Keachie Gloster, Village of Converse, Many, Zwolle, Nobel and the City of Coushatta. 
  • Crews are working inside the town of Campti and expect roughly half of the customers will be restored today and the remaining customers tomorrow.
  • Crews are patrolling Clarence today and expect to begin making repairs tomorrow.
  • Crews are working and expect service to customers in Pleasant Hill will be on late today or tomorrow.
  • Crews are working in Oak Grove and expect to have some customers’ power on tonight and the remainder on by tomorrow.
  • Crews patrolling and working in Toledo Bend Corridor (from Stanley Community to Toledo Bend).  Damage is extensive.  Customers should expect extended outages. 
  • Crews will begin restoration efforts early this week in the Stanley Community. 
     

Allen, Beauregard, Calcasieu, Vernon parishes

  • DeRidder, Leesville, Rosepine, Dequincy and Oakdale are in the hardest hit parishes.  These towns are heavily damaged.  Restoration is underway.  While crews will be working daylight until dark, customers should expect extended outages. 
  • Crews expect to have critical infrastructure back on in Oakdale, Oberlin and Kinder by end of day tomorrow.  For residential customers, Cleco is still assessing damage.  Customers should expect extended outages.

Acadia, Avoyelles, Evangeline and St. Landry parishes

  • Power restored to all customers in Basile, Opelousas and Mamou.
  • Crews continue to work in Ville Platte, Crowley and Eunice areas.  Some customers in these areas will have power restored today and others will remain without power overnight. 

 

Aug. 30, 2020 (8:30 a.m.) – Cleco crews continue to make progress, restoring power to more than 50 percent of the 140,000 customers affected by Hurricane Laura after it made landfall in southwest Louisiana Thursday. As of 8 a.m., power has been restored to over 74,000 customers. 

Sunday, Aug. 30, 2020 (8 a.m.) Rapides & Grant Parish Update: All corners of the region experienced catastrophic damage.  From extensive damage to every transmission substation to damage to all of our distribution substations, every customer in this area lost power. Additionally, the hurricane force winds (the National Weather Service measured 86 mph winds in Alexandria) and downed trees caused extreme damage to Cleco’s power lines, poles and transformers resulting, again, in outages to all of our approximately 45,000 customers in this area.  For the safety of our crews, it was several hours before crews could begin assessing the damage because of the high winds.  Roads and areas that line crews need to access have been blocked by trees which has slowed down the restoration efforts also making it challenging to replace poles and wire.  The days are long and the conditions hot, but our spirits are high.  To date, we’ve restored power to approximately 10,000 customers.  We currently have 900 Cleco and contractor workers on the ground rebuilding the distribution system and 120 additional workers will be arriving tomorrow.  This will strengthen our ability to cover every inch of Cleco’s service territory in Rapides and Grant Parishes (see coverage area below).  Our expectations over the next 3 to 7 days is to reduce the number of customers without electricity by 5% to 10% daily.

Cleco is continuing its restoration efforts across Pineville.  Crews are currently working on systems that supply power to the Wardville and Lake Side communities.  We are hoping to begin restoring power beginning late tomorrow night continuing into next week.


.  Customers in Pollock can expect to be without power tonight. 

Aug. 29 (7 p.m.) Update:

Crowley – Has 157 customers without power 

Eunice – down to 546 customers without power

Mamou – 72 customers without power

Opelousas – 4 people without power

Ville Platte – 423 without power

We anticipate having most of these customers who can receive power restored by end of day tomorrow. 

Aug. 29 (12 p.m.) Power Restoration Update  Lots of damage in Rapides and Grant parishes.  The area experienced peak wind gusts of 86 mph leaving behind broken poles and crossarms, downed wire and other significant damage to Cleco’s system.  Crews continue to clear debris, make repairs and restore power. 

In Colfax, Dry Prong and Gardner, it is expected that some customers will be without power into the middle of next week. 

In Hineston, it is expected that some customers will be without power for the next 7-14 days.     

We will provide additional updates as available.  Cleco and contractor crews are working as safely and quickly as possible to restore power.  We appreciate your patience and all of the support you are showing our crews. 

Aug. 29 (10 a.m.) Power Restoration Update

  • Inside the city limits of Mansfield and Coushatta, crews have restored power to all hospitals, nursing homes, water wells and main infrastructure.  Crews will be working within the city limits to restore power to remaining customers today.
  • In the Village of Grand Cane, Gloster and Village of Keachie, crews are working on small pockets of power outages and expect all customers who can accept power to be restored today.
  • In Campti and Clarence, crews are going to begin patrolling the areas today and likely begin restoration efforts tomorrow.  We do have additional crews enroute to assist in these areas.
  • In Sabine Parish (Many and Zwolle), crews are working today to make repairs to the system and expect to have power restored today to critical infrastructure.  Then crews will continue restoration efforts to residential and business customers. 
  • In the Toledo Bend / Toledo Town / Zwolle / Many / Lake Corridor area – Because of the rural nature of this area and heavily wooded and trees, Cleco expects to begin patrolling and restoration efforts in the coming days. 
  • Deridder / Leesville / Rosepine / Dequincy / Oakdale – These areas were very hard hit area.  While we have crews (repairing broken poles and downed wire, tree trimmers, construction crews and circuit patrol teams) working in the area, we anticipate outages will be a multi-day event. 
  • All customers who can accept power in Franklin and Patterson were restored yesterday.

  • This morning, Cleco crews are focusing efforts on customers in New Iberia.  We expect most customers who can accept power will be restored today.

  • This morning crews also are:

    • Working off Hwy 167 North in Ville Platte to focus on restoration efforts on Rollins Rd, Stage Coach Rd and Pilgrim St.
    • Working on Spring Prairie Road in Vidrine
    • Working on Rock Pit Road near Pine Prairie
    • Working in Eunice on scattered outages and emergency work
    • 6 crews will be working in Basile
    • In Opelousas, Cleco has about 44 customers without power and crews are working to get those customers back on
    • In Crowley, crews are working to repair broken poles and replace downed wire and begin restoration efforts  

We are working on Rapides and Grant Parish updates.  

Aug. 28, 2020 (4 p.m.) – Cleco has restored power to over 49,000 of the 140,000 customers who lost electricity after Hurricane Laura moved across the state yesterday.  As workers continue to restore power and survey damage, assessments indicate the recovery could be long.  Cleco will be able to provide more details on restoration progress in specific towns and cities in the coming days.  In the meantime, the company asks that customers not stop crews, as they are driving and working.  Not only is it not safe, it slows power restoration work.  Early damage reports indicated that the company had over 200 poles down, over 200 crossarms broken, 700 places with wire down, and 500 trees on lines. These numbers are increasing as crews continue to assess damages by land and air.

Aug. 28, 2020 (11 a.m.) - Cleco has restored power to 43,550 customers.  Approximately 96,450 customers remain without power.      

Aug. 28, 2020 (8 a.m.) - Crews worked late into the night last night and early this morning on clean up and restoration efforts and have restored power to nearly 40,000 customers.      

Aug. 27, 2020 – Cleco securing an addition 425 contractors to respond to restoration efforts and nearly half of all Cleco customers are without power 

Aug. 26, 2020 (4 p.m.) - Cleco has a combined work force of 1,900 ready to respond to electrical system damage and power outages caused by Laura.  This includes 500 Cleco employees, 1,300 distribution line mechanics and vegetation specialists and 100 transmission contractors.   

Aug. 26, 2020 – The Crowley, DeRidder, Franklin and New Iberia offices will close at 11 a.m. Thursday, Aug. 26. 


The Bunkie, Crowley, DeRidder, Eunice, Franklin, Mansfield, New Iberia, Opelousas, Pineville and Ville Platte offices will be closed all day Thursday, Aug. 26.

The Covington, Mandeville and Slidell offices will remain open at this time, as they are not in the projected storm path.
